Officer allegedly stalked woman using Flock cameras, records show
Another law enforcement officer is being accused of misusing Flock cameras to allegedly stalk a woman, according to court documents.

FORT BEND COUNTY, Texas (KTRK) -- Another law enforcement officer has been charged with misusing Flock cameras, according to court documents out of Fort Bend County.

Sergio Rodriguez was an officer when, according to court documents, he used Flock cameras for at least five months to track a woman's location.

Records show that from November 2024 to April 2025, Rodriguez allegedly utilized his access to the extensive camera network to stalk her.

He is charged with misuse of official information and stalking, charging documents show. Charging documents also show that Rodriguez placed a tracking device on the woman's vehicle.

ABC13 is working to confirm with the Fort Bend County Sheriff's Office what relationship he had with this woman and which law enforcement agency he worked for.

The news comes as the number of cases of officers misusing Flock's license plate reading camera system has grown exponentially, including in Southeast Texas.

Baytown and Pasadena Police Departments have announced that officers have been investigated for misuse of Flock cameras.

A Deer Park officer was disciplined for allegedly misusing Flock cameras, and a Fort Bend County Sheriff's Deputy was allegedly suspended for looking up one person's license plate 41 times and another's 148 times.

In response to the growing backlash, Flock announced changes to its platform earlier this month to hopefully combat abuse of the system.

Those changes include a built-in tool to flag unusual or repeated searches, and law enforcement must enter a valid records code or criminal case number before running a database search.

ABC13 is working to confirm whether Rodriguez is still employed as a law enforcement officer.
